According to quest director Paweł Sasko and quest designer Despoina Anetaky, nearly every system in the game has been revised, refined, or completely redone. The skill tree now offers unlockable abilities that feel more like perks, expanding gameplay options. The cybernetics system has been enhanced, providing players with more robust choices. Additionally, the much-criticized police response system has been rebuilt from the ground up. CD Projekt Red has previously implemented comprehensive changes in their expansions, as seen with The Witcher 3, which brought UI and combat modifications.

Cyberpunk 2077 Phantom Liberty doesn’t stop at system improvements; it introduces an engaging spy thriller narrative and introduces intriguing characters. Among the new additions is Solomon Reed, portrayed by Idris Elba, a gruff sleeper cell agent. The story revolves around V, who is promised by a mysterious character called Songbird that she can remove the deadly biochip from their head if V saves and protects the president of the New United States, whose aircraft crashes in the lawless district of Night City known as Dogtown.
The expansion begins in the rugged underbelly of Dogtown, an area nestled inside Pacifica. With its neon-washed alleyways filled with garbage and cybered-up inhabitants, Dogtown possesses a lawlessness reminiscent of the post-apocalyptic streets of Escape From New York. Despite being part of Night City, Dogtown is essentially an independent state with restricted access, requiring the right connections to enter or exit. The expansion allows players to explore and travel to Dogtown freely after completing initial missions.
While the hands-on demo did not reveal much about the story, it appears that Cyberpunk 2077 Phantom Liberty delves deeper into Johnny Silverhand’s character. In a reflective moment at a run-down basketball court, Johnny expresses guilt for deserting the army and shares his disdain for the establishment, exposing a side of him previously unseen in the base game. His unresolved military chapter and conflicting emotions highlight his complex personality. Meanwhile, special agent Solomon Reed serves as a central figure in the expansion, with his commanding and charismatic presence contrasting Johnny’s anarchist worldview.

The expansion’s most impressive aspect is the significant transformation it brings to the game’s mechanics, potentially revitalizing the entire experience. Cybernetics has undergone a complete overhaul, tying armor to cyberware rather than clothing. This allows players to wear any desired attire without compromising combat effectiveness. However, there is a limit to the number of cyberware that can be installed, with excessive installations resulting in debuffs. The installation process is now shown from V’s perspective, creating a more immersive experience. The refined system encourages players to carefully select cyberware to suit their playstyle.
Skill trees have also been reworked, introducing new abilities and perks to enhance combat. CD Projekt Red aimed to move away from percentage-based stat boosts and instead focused on unique class-based skills. The demo showcased the Reflex skill tree, allowing players to perform mid-air dashes, bullet deflections, and brutal finishing moves as a fast solo build equipped with a thermal katana and mantis blades. The revamped skill trees promise surprises for every class archetype, including netrunning.
